Tara Rucker
Tara is a Technical Advisor in IREX's New Business Development Unit. She provides strategic guidance to IREX's anti-Trafficking in Persons portfolio and access to justice programming and leads proposal development efforts for the Communities & Governance Practice.
Tara is an international lawyer with over 7 years of development experience in areas related to strengthening the rule of law and promoting effective governance. She has contributed to the design and implementation of civil society and human rights initiatives in sub-Saharan Africa, South and Southeast Asia, Eastern Europe, and the MENA region. She currently directs IREX’s Trafficking in Persons Legal Assistance Program in sub-Saharan Africa.
Before joining IREX, Tara served as Counsel for the Public International Law and Policy Group where she provided policy analysis and legal assistance to states and sub-state entities on the formation of effective and accountable governance mechanisms, enactment of fair and legitimate laws, enhanced involvement of civil society in public policy making, and protection of human and minority rights. Prior to that, she spent two years as a practicing attorney in a Virginia law firm. Tara holds a J.D./M.A. in Law and International Affairs from American University’s Washington College of Law and School of International Service and served as a Peace Corps Volunteer in Kenya. She is a member of the New York State and District of Columbia bars.
