Jill Miller is an impact driven leader and collaborator with over 20 years of experience in global development. Her passion for innovation, learning and talent development comes from leading programs around the world and seeing first-hand how strong learning strategies, approaches, and mindsets lead to innovation, growth, and greater impact.

In her current capacity as director of the Center for Applied Learning and Impact at IREX, Jill leads a team that maximizes IREX's impact through strategic research, evaluation, and learning, and the development of cutting-edge approaches and tools with a specific emphasis on equity and inclusion. The team collaborates across the organization to integrate learning and innovation in programs and proposals and produces externally focused thought leadership content to influence the global development sector.

Previously at IREX, as the deputy director of the Democracy, Governance and Media Division, Jill oversaw an extensive portfolio of government and privately funded governance programs around the world, including initiatives such as returning over $100 million assets to Kazakhstan through the BOTA Foundation and documenting human rights violations in Syria through the establishment of the Syria Justice and Accountability Center.

Prior to IREX, her experience included advising and managing civil society development, citizen engagement, women’s empowerment, social enterprise, and youth development programs for global organizations in Washington, DC, Azerbaijan, Kazakhstan, Kyrgyzstan, and Libya. She served as a Peace Corps volunteer in Turkmenistan.

Jill received her master’s degree from the Johns Hopkins School of Advanced International Studies (SAIS) with a concentration in social change and development and her bachelor’s degree from Seattle University in political science and economics. She has varying levels of language skills in Turkmen, Russian, and Arabic. Jill is honored to serve on the board of directors for the Syria Justice and Accountability Centre and the Arzuw Foundation.
