Gabriel Balayan holds an advanced degree in Legal Sciences, as well as and degrees in Law and History from Yerevan State University. Balayan previously worked in the investigation department of the State Tax Service, and has served on several international committees on higher education and human rights. Currently, he serves as Vice-Rector for financial issues and accountancy at Yerevan State Linguistic University.
