Kaspars Ruklis
Kaspars is the program manager for IREX's Media Literacy in the Baltics Program, which covers Estonia, Latvia, and Lithuania.
Under Kaspars's management, the program works with communication studies departments at the Baltic universities to introduce the Journalism in the Era of Disinformation curriculum into programs for media students. He also oversees citizen training initiatives, focusing on sharing media literacy skills with young people of different backgrounds in the Baltic states.
Previously, Kaspars has worked as an international communication and advocacy practitioner, consultant, and trainer, and his work assignments have taken him to many countries in Europe and Africa. He has experience in working with projects introducing innovative digital services in public libraries, implementing communication activities in the European Union’s Territorial Cooperation programs, and developing communication strategies for various public-sector organizations.
Kaspars has a graduate degree in communication science from the University of Latvia. Latvian is his native language, and he also speaks English, Russian, and Estonian.
