On February 24, 2022, Russia launched an unprovoked attack on Ukraine, violating Ukraine’s sovereignty, disrupting the lives of millions of people, and creating a humanitarian crisis not seen since World War II.

The Ukraine Rapid Response Fund (URRF) program was established to meet urgent needs and strengthen the resilience of Ukraine’s government, civil society, and civilian population in response to Russia’s full-scale invasion.

The program started its work on March 16, 2022, and is implemented by IREX with funding from the U.S. Department of State.

• Provide rapid response to the needs of civilian population, civil society, veterans, and government of Ukraine to mitigate the consequences of hostilities and increase resilience.
• Enable coordination between government, civil society, and external supporters for a more effective response to the challenges of war.
• Provide safe, secure, and effective communication to mitigate the risks and consequences of work in conditions with unstable or absent connection.
• Disseminate conflict-related guidance and critical information to Ukrainian citizens.

•  Established 26 partnership with Ukrainian government institutions.
• Supported 38 non-governmental organizations.
• Delivered 225 metric tons of non-consumable goods to eight oblasts.
• 19,000+ people received skill-building trainings, psychological assistance, personal protective equipment, and technical assistance.
• 11,000,000+ people reached by information campaigns and critical assistance.

• Equipment Procurement: Procured rescue and protective equipment valued at over $1,500,000 USD for the State Emergency Services of Ukraine and medical workers, including relevant training for staff. Delivered more than 225 metric tons of durable goods, such as water filtration systems, kitchen equipment, generators, and other essential items, to IDP shelters, Points of Invincibility, educational institutions, and medical facilities.
• First-Aid Training and Medical Assistance: Supported multiple projects delivering first-aid medical training to over 10,000 beneficiaries. Provided medical consultations to more than 3,600 civilians in remote communities in the Kherson, Mykolaiv, and Dnipropetrovsk regions.
• Mental Health Resilience Activities: Established a national 24/7 hotline offering qualified crisis support to veterans and their relatives, as well as to family members of fallen defenders, captives, and missing persons.
• Provision of Information: Distributed 160,000 copies of newspapers and other informational materials in the Kharkiv, Donetsk, and Kherson oblasts to address the existing information gap. Supported 63 local media outlets.
