As director of IREX's Project Services Team (PST), Emmanuel Lamptey leads the PST within Global Programs, providing wrap-around project management support to programs, enabling efficiency and excellence in project delivery at IREX. As an experienced international development professional with more than 15 years of program management, international operations, and implementation experience, Emmanuel has a deep understanding and experience working on project management issues, including the development and execution of systems and processes, and demonstrated experience using data for decision-making to improve organizational systems, processes, and performance.

Prior to joining IREX, Emmanuel served as the deputy director of global programs and operations at PACT, where he held progressive leadership roles over a 13-year period. In previous roles as a program manager, Emmanuel provided HQ oversight and strategic management support to country programs in Tanzania ($120M portfolio), Kenya ($20M portfolio), Nigeria ($17M portfolio), Ethiopia ($15M portfolio), and Liberia ($2M portfolio). 

Emmanuel has lived in and worked on projects throughout sub-Saharan Africa including, Ghana, Nigeria, Tanzania, South Sudan, Kenya, Somalia, and Liberia and has served as a country director in multiple countries. He has diversified donor experience working on projects funded by USAID, DFID & FCO, the European Union, the Bill & Melinda Gates Foundation, Chevron, Visa, the American Cancer Society, and the Hilton Foundation.

Emmanuel holds a master’s degree in diplomacy from Seton Hall University, and a bachelor’s degree in political science from The College of Wooster, Ohio.
