Eduard Ungureanu
Eduard Ungureanu is as an expert in investment planning with IREX. He brings knowledge in capacity development, as well as the development and implementation of capital investment plans.
Eduard is part of a group of experts from the Comunitatea Mea program that evaluates and improves the capacity of local municipal staff to identify and develop new project concepts, attract internal and external investments, and to efficiently provide citizens with high quality services. Beginning in 2021, Eduard became responsible for the coordination of intermunicipal service projects. His responsibilities within the Comunitatea Mea program include working with the Moldovan Ministry of Finance and Ministry of Infrastructure and Regional Development to institutionalize capital investment plans, participating in the implementation of tools like the Functional Organizational Capacity Assessment (FOCAS) and Service Improvement Action Plan (SIAP), and supporting synergies between Comunitatea Mea activities, the Government of Moldova, and local municipalities.
Eduard has a master's degree in International Economic Relations and has benefited from training courses in Romania, Germany, and Japan, in fields such as regional development, strategic planning, development and implementation of projects, development of investment promotion capabilities, and leadership. Eduard also has experience in non-governmental institutions and public administration at the local, regional, and national level, as well as in the private sector. He has been a member of teams that develop strategic development plans at the local, regional, and national levels. He also has extensive experience in developing, implementing, and monitoring projects with local, regional, and cross-border impacts.
