As a Community Action Officer (CAO) with Citizen Security Programme in Trinidad, Reynold Samuel is involved in a number of tasks, including facilitating and establishing ongoing operations of Community Action Councils in at-risk communities in the East Port of Spain Area. His role is to ensure that the relevant communities identify appropriate projects/services, receive all applications from their respective communities, and review proposals to ensure that they meet the required specifications of the Government and IDB for funding. The aim of Citizen Security Programme and the CAO is to contribute to the reduction of crime and violence through the financing of preventative interventions addressing the most proximal and modifiable risk factors.
