The Russian-Language Television Content Fund (RLTCF) is a 22-month project funded by the U.S. Embassy in Moldova and implemented by IREX. The project aims to diversify Russian-language television entertainment programming with locally produced content and licensed regional TV series in Moldova.

The project supports a growth-oriented and sustainable environment in the Moldovan creative TV industry by diversifying the TV viewing experiences of Russian-speaking Moldovan citizens.

• Support a growth-oriented and sustainable environment in the Moldovan creative TV industry by diversifying the TV viewing experiences of Russian-speaking Moldovan citizens through exposure to homegrown and regional TV content.
• Assist independent broadcasters and production houses through grants and needs-based technical assistance.
• Support independent voices in the Moldovan media landscape through the development of good quality local production capacity in the interests of plurality of views and editorial independence.

• Enhance broadcasters and content creators’ skills: The project works with professionals from national broadcasters, production houses, and independent content creators to strengthen their skills in script writing, production, video editing, marketing, and pitching. RLTCF builds partnerships between content creators and broadcasters to produce original television programming by Moldovans for Russian-speaking Moldovans. Project partners Pilot Media Initiatives and Prior Media mentor and coach production teams and broadcasters by providing necessary expertise to bring their concepts to fruition via tailored transfer of knowledge and expertise.
• Introduce licensed Russian-language content to Moldovan TV stations: Together with local media partners, IREX secures licenses, and facilitates a selection of licensed television content from the region. Depending on the origin country, IREX, in coordination with media partners, secures dubbing of licensed content in Russian language.  
• Make data central to production and commercial partnerships: IREX and its partners use TV ratings and performance data on programming to increase sponsorships and commercial partnerships that provide a long-term benefit to broadcasters, production houses, and independent content creators. IREX’s network of experts support the content creators and TV channels with tailored audience and revenue increase strategies to identify cost share opportunities with partners in Moldova and regional countries.
