Higher Education Institutions (HEIs) have the potential to drive significant social and economic change by developing skills, fostering new knowledge, and promoting innovation through communities and networks.

IREX’s Higher Education Capacity Assessment Tool (HEICAT) helps education leaders to identify areas of strength, recognize capacity gaps, and prioritize performance improvement goals. This document presents the HEICAT framework and  guidance for implementing the tool , enabling HEIs and stakeholders to adopt and adapt the tool to evaluate capacity and enhance their performance improvement processes.

The HEICAT focuses on achieving outcomes in these core functions: 

• Teaching and Learning 
• Research 
• External Engagement 

The manual  leverages IREX's experience in implementing the tool across more than 30 HEIs in 17 countries to offer guidance for effective implementation.
